One of the world's most profitable and fastest-growing markets is being shut down. On Friday evening, September 25, Brazilian President Lula da Silva signed an emergency decree completely banning bookmakers and online casinos from operating in the country.
The decision affected not only offshore operators but also licensed operators that received government licenses less than two years ago. The decree takes effect immediately, but parliament has 120 days to approve it.
The main reason for such a drastic move — is the October 4 elections. The government is trying to curb record levels of household debt: according to official data, citizens were spending more than 60 billion reais (~$12 billion) annually on betting.
Market shutdown timeline and restrictions
Deposits are already blocked: account top-ups have been prohibited since the decree was published.
Withdrawal deadline — 11:59 PM on October 5: players must withdraw their money. Banks will forcibly return all remaining balances from October 9 to 14.
Website and app blocking — October 6: telecommunications providers and app stores must block access to all betting platforms.
Complete advertising ban: new campaigns are prohibited immediately, and all contracts with football clubs (bookmakers sponsor 14 of the 20 Série A teams) and bloggers must be terminated by October 5.
Criminal liability: at the same time, a bill introducing up to 6 years in prison for organizing and promoting gambling has been submitted to Congress.
What this means for the market and traffic arbitrage
Licensed operators are already preparing class-action lawsuits to recover the R$2.5 billion paid for licenses, but the balance of power in affiliate marketing has already changed:
-
Brazil is moving toward a «closed market» scenario. Banning betting will not eliminate the interest of more than 200 million gambling-minded Brazilians. Demand will immediately push people into the gray market, as happened when markets in the CIS were shut down.
-
Restructuring of SEO search results. Comparison and review websites will lose licensed offers. Search queries about bypassing blocks, working mirror sites and withdrawing money will rise to the top.
-
Redistribution of traffic sources. Legal white-hat advertising on Facebook, Google and local media is collapsing. Most of the volume will move into the hands of traditional traffic arbitrage setups: cloaking, PWA apps, spam, WhatsApp and Telegram funnels, as well as crypto payment services replacing the government-backed Pix system.
In a single day, the Brazilian market has transformed from a model regulated paradise into the main arena for aggressive gray-hat traffic arbitrage.
